Intelspec Completes U.S. Navy Construction Project

Intelspec International, Inc. (“Intelspec”) today announced that it successfully completed the Close Quarter Battle Training Facility (“CQB”) located at Camp Erawan, Lopburi, Thailand on January 22, 2010. The project was a design-build contract for the construction of a three level, state of the art shoot house that allows for sniper training and live-firing training in a residential setting. In addition, the CQB contains a sand pit, a helicopter skid, and an upper roof equipped with a fast rope facility and a rappelling training area.

The CQB is a joint training facility to be used by U.S. military forces, the Royal Thai Army, and other national armies as part of multinational regional training. The first scheduled multinational training exercise, “Cobra Gold,” is scheduled to begin in February 2010. Elite groups such as the U.S. Army Airborne, Thai rangers, Navy Seals, U.S. Army Special Forces, U.S. Drug Enforcement Agency, and the Joint Interagency Task Force (JIAFT) West (which is a collaboration of counter terrorist agencies) are among the future users of the CQB. The building was handed over in an official ceremony on February 8, presided over by U.S. and Thai ranking generals. The ceremony included joint live fire exercises by Thai and US Marines.

The facility was contracted by Naval Facilities Engineering Command (NAVFAC) Pacific Site Thailand in support of the U.S. Pacific Command and Joint United States Military Advisory Group (JUSMAG) Thailand. The contract was awarded on April 24, 2009 and had a final contract amount of $641,269.

 Project Specifics:

• Design of the Shoot House in compliance with international, U.S. Department of Defense protocol, NAVFAC guide specifications, International Building Code (IBC), and local laws and regulations.
• Infrastructure facility survey, topographic survey, and Geotechnical Investigation to include soil borings.
• Construction of Two (2) storey shoot house with an Upper Roof for additional training features.
• Installation of interior bullet protection works for high impact (HI) and anti-ricochet (AR) materials and systems. To include the installation of 450 Sqm of AR 500 steel (10 mm), Armor Plated windows, and more than 1,800 Sqm of ballistic rubber tiles. The building was design to support the training of 7.62, 55.6, shotgun, SIM munitions, sniper ammunition (M118 Long Range (DODIC AA 11)), and variety of pistols.
• Testing and certification of the bullet protection systems.
• Project assisted the research and development of High Intensity (HI) and Anti Ricochet (AR) tiles for future shoot house improvements.
• The civil works consisted of all CIP in excess of 800 cubic meters of high strength concrete.
• The walls were 20 cm reinforced concrete with 10 mm AR 500 steel plates bolted to the walls, with C-Channels and ballistic rubber tiles.
• Electrical Systems Material and Equipment which included all concealed conduit, public address system, conduit for future CCTV, lighting system, exhaust fans, and weather proof 3 phase bypass switch mounted in a weather tight system
• Installation of 140 meters of 3 meter high chain fence with vehicle and pedsitrian gates, and concertina wire.
• Installation of pre cast louvers, window/louvers/exhaust fan canopys.
• Construction of the fast rope facility.
• Construction of CAT Ladders and Helicopter skid training facility.
• Construction of a rappelling tower training facility.
• Landscaping, apshalting and drainage improvements to include 180 meters of precast gutters, water outfalls, and french drains.

Project Demonstrates capabilities in design build of Military Handbooks, NAVFAC contract requirements, CIP, High Intensity (HI) and Anti Ricochet (AR) tiles, drainage systems, and logistic and vendor knowledge of HI/BR tile vendors.
